The link provided was part of a registration process which in turn lead to the applicant being able to make an appointment to attend one of the sites and dispose of waste. It would be interesting to know if the resident's pass would be adequate to enable you to acquire the prerequisite appointment. ...

The point is that, if approaching as a pedestrian from Winchfield Road, the obvious and quickest route would be through the park to the main entrance, not to Fairlawn Park where the existing 'access point' entrance is only open for kindergarten, and some out of hours clubs.
