It's not up to me to take them to court, it's up to them to pay. Er, isn't that what small claims courts are for? Forcing people to pay for things that they otherwise fail to pay for? Why have you waited so long to take them to court? It's a relatively straightforward process to file a small claims court claim.

It would hardly be proportionate and would probably be counter-productive to have numerous police officers wading into a crowd of mourners to make arrests for cannabis possession: you'd probably start a riot and have more issues on your hands.

I was at Brookwood Cemetery today and came across the memorial and mass grave for this crash, along with two others of the same era. It was a pretty sorry sight: a neglected, forgotten and falling apart set of memorials. I decided to research each of the crashes to find out what happened.

If it is indeed a pit bull then it is a dangerous dog within the meaning of the Dangerous Dogs Act 1991.
