There is actually no reason why individual Councils cannot negotiate pay freezes/cuts with their employees. I have seen a buzzard as well on occassion. There are lots of birds of prey about - remember there are peregrines nesting all over the city including Parliament. There are lots of pigeaons and rats about so predators will always move in to access a food source.
