My guess is that the investigation surrounding the murder of Daniel Morgan will never bring anyone to justice. The reason being that it has been mired by corruption, cover-ups and stalling from the very beginning.

You're part right, it's funded by Croydon and Lambeth (not Southwark) councils; but it's not part of either borough's library service. It has its own policies and procedures and is managed by a Joint Committee of councillors (four from each borough).

It's a private library that's funded by a trust or charity (I'm not sure which) and thus falls outside of the authority of any council. This means they will require more than the usual assurances.

Does 'urbexing' also include sussing out property for squatting? No. As far as I'm aware, it's more about the exploration and sensation of being inside a building that's been abandoned for a lengthy period of time.
