I have an idea that the Naborhood Office is in fact the name of someone or something it replaced, rather than an incorrect spelling of Neighbourhood. I read this in a publication a year or so ago and it maybe a councillor or something. Maybe someone can spread some more light on who this was?

Good reply Chris. Glad someone has a sense of humour in Sydenham! Have to admit i sleep with the windows open, just off off Kirkdale, and all i get woken by are the cars and the drunks. No aircraft noise at all. Maybe it was just a one off?
