Traffic monitoring round Peak Hill

I've noticed that round the Peak Hill there's a number of those sets of cables mpunted on the road that are used to monitor traffic flows. Anyone know why they are there? Presume it means they may have some traffic engineering scheme in mind?

There were some on the top of Wells Park Road (near the park) several weeks back - after a short while they disappeared - not sure why/ what for.
